Dr. Coster is Director, Division of Pharmacy, Center for Medicaid and CHIP Services, Centers for Medicare & Medicaid Services (CMS). Before that, he served as Senior Vice President of Government Affairs at the National Community Pharmacists Association; Vice President of Federal Affairs and Public Policy of Rite Aid Corp.; and Vice President, Policy & Programs, for the National Association of Chain Drug Stores. He developed extensive experience in pharmaceutical coverage from his experience as a professional staff member of the United States Senate Special Committee on Aging (1990 - 1994), including his involvement in drafting the Medicaid pharmaceutical rebate provisions of the Omnibus Budget Reconciliation Act (OBRA) of 1990 and the Veterans Health Care Act of 1992. During that time, he also served as a member of President Clinton's Task Force on Health Care Reform. From 1984 to 1990, Dr. Coster worked as a health analyst at the United States Congress Office of Technology Assessment and a Policy Fellow at the Center on Drugs and Public Policy at the University of Maryland Graduate School in Baltimore. He began his career as a staff member of what was then the American Society of Hospital Pharmacists, now ASHP.  John also completed the ASHP Executive Residency Program.  Dr. Coster holds a bachelor’s degree from St. John's University College of Pharmacy and Allied Health Professions in New York and a Masters and Ph.D. in Health Policy from the University of Maryland Graduate School in Baltimore.
